The Upper Shore Regional Council is a regional planning and development agency for Cecil, Kent and Queen Anne's counties. It exists to foster the physical, economic and social development of the region. The mission of the USRC is to foster regional planning and development for Cecil, Kent and Queen Anne’s counties; to afford federal, state, county and local governments a regional forum to identify issues and opportunities; and, to provide leadership in planning and implementing programs to improve the quality of life in the Upper Shore Region of Maryland.
